Yes, my iPhone SE running the latest iOS version (16.5) does absolutely nothing when I open the EyeNote app.
On the other hand, my iPhone 8 does not manifest any such circumstance. It’s likewise operating under iOS 16.5, but I have automatic updates turned off on this iPhone so my personal opinion is that the problem is in the EyeNote app itself.
