I just checked, and EyeNote works fine here, on this S E 3, running 16.5.  Sometimes it will work without turning on the light, but most of the  time now, I turn on the light in the room, or step outside if it is daytime before even trying the thing. I don't think EyeNote works quite as well on my cheap phone as it does on the pro models.
