It is at the default. Since I am totally blind, I never activated the larger fonts under accessibility,  display and font size. But when I was teaching low-vision users they often needed to increase the font size and I ran into that issue. Also, folks who use the zoom feature under accessibility would experience that. Depending on font sizes and such, sometimes screens just don't scroll when you are just flicking right with one finger. But, I've found that the three finger swipe up always works. System haptecs is the next one down. I assume you tried flicking up with three fingers to scroll the screen. Perhaps calling Apple Accessibility and having them do a screen share with you to figure out what is happening.
