I'm not sure what the default size is, but I had it at 100% and reduced it to 67% and now the System Haptic on / off button shows. Thanks much.

Since I am totally blind, I never activated the larger fonts under accessibility, display and font size. But when I was teaching low-vision users they often needed to increase the font size and I ran into that issue. Also, folks who use the zoom feature under accessibility would experience that. Depending on font sizes and such, sometimes screens just don't scroll when you are just flicking right with one finger. But, I've found that the three finger swipe up always works.
