A couple things. First, Go to settings, Privacy, and make sure that use your location is on. Siri clearly doesn't know where you are. If the Weather app is using your location, you don't have to specify the city. Now, to get rid of the unwanted cities and add yours, double tap on the locations button. Now flick to a city you do not want and flick up, you should hear delete, double tap. Now, in the search field enter, Sunny Isles Beach, FL United States Or just Sunny Isles Florida and the above will be one of the choices. Double tap on it.
