You can easily find the steps to go back, but essentially they arte the same as always. You are of course correct that you must have a backup from iOS 16 because if the only thing you have is a backup from iOS 17 you will not be able to use it to restore your iPhone and you end up having to set up your iPhone as a new device and do all your configurations, e.g. download your apps, configure your home screen or home screens and folder etc. Even without a backup if you do back up app data to iCloud, a lot of your stuff will come back, but just not your configuration changes like home screen layout and so on.
