With that budget, your best bet would be to get something along the lines of a 
Wacaco Picopresso: https://www.wacaco.com/products/picopresso  or maybe the

Flair also makes some good manual espresso machines, but they tend to have a 
lot of little parts and the workflow doesn't seem as simple. 
As you asked this on the ViPhone list, can I assume you're looking for 
Bluetooth or WiFi connectivity as well? Honestly, you're not going to find 
anything "smart" at that price point.
Breeville's Bambino line is a good starter machine, but even that will set you 
back depending on which one you want $400 to $500  . 
I just recently went through my espresso machine finding journey and it was 
harder than I thought. A lot of machines are automatic or semiautomatic and as 
always, capacitive buttons and touch screens are the big thing now so that 
makes our choices limited. 
I finally opted for the Cafelat Robot which is a manual lever espresso machine. 
No electronics or screens or buttons. Old school elbow grease. As accessible as 
you can get. Some folks even call the Leverpresso linked above  a poor man's 
Robot. I used a cashback credit card and in addition to an online code and the 
fact that I bought it from a Canadian store helped drive down the price for me, 
but even the Robot is upwards of $400. It punches way above its weight as a lot 
of the money goes into quality espresso making parts and materials. Many of 
those much more expensive machines are so expensive because there is a lot of 
metal and tubing and electronics to heat up water and to make sure it stays hot 
while going through the machine etc. all those espresso machines you see 
selling for $50 or $80 aren't worth bothering with.
