I just called a number, and after it was answered, I am able to press the numbers and VO speaks the number and the tone plays just fine. Make sure the phone is away from your face and that your hand isn't near the proximity sensor at the top of the phone. I have the 13 pro, and the wifi and battery and all are there as always. Did VoiceOver recognition get turned on or something. That often screws things up.
