I am running the latest version of ios 16 on an iPhone 14 Pro without a problem. I have been using an iPhone 14 Pro since last November, and I have never had a problem accessing the status bar. Typically, the dynamic island is in the top center of the screen. The time is to the left of the dynamic island, and the cell, wi-fi, and battery level is on the right. So as you swipe across the status bar, the dynamic island will be one of the items you cross going from one side of the status bar to the other. The dynamic island is the center of the status bar.
Now, if you are running ios 17, then it possibly could be a voice over issue with ios 17. Its not a problem with the actual phone, but could be a software issue. I agree with Richard, I think it would be a good idea to call Apple Accessibility.
