If you have your voiceover shortcut set to where you can just turn it off and on that way, you could do that. Otherwise, tell Siri to turn voiceover off. Then tell Siri to turn voiceover back on. That should do it.This sounds like a recurrence of the annoying now you see it now you don’t bug where periodically, VoiceOver speech just decides to go away. In my experience, getting back to the home screen and waiting a couple of seconds brings it back. That’s on iOS 16. Before, when it was worse, I used to have to turn voiceover off and back on. That always worked. If you have your voiceover shortcut set to where you can just turn it off and on that way, you could do that. Otherwise, tell Siri to turn VoiceOver off. Then tell Siri to turn voiceover back on. That should do it. Also, are you sure you didn’t turn speech off accidentally? Three finger double tap toggle between turning speech off and speech on.

I've updated my iPhone to IOS17 and I can no longer get it to speak. It plays the Voiceover sounds but no voice. Im using my husband's Android Samsung S10 phone and I cant get it to read everything properly like I could on the Iphone? Does anyone have any suggestions?
