Would have never noticed it because I never use this "Voiceover way" of getting to notification centre or, for that matter, tha tcontrol centre. With just a little practice you can get notification and control centre the same way you do the swipe up from the bottom to go back to the home screen or bring up the app switcher. Instead of touching near the bottom and swiping up to go home or up further to bring up the app switcher, you can touch anywhere on the status bar and drag your finger down a bit for control centre or go further and you get notification centre.
