It doesn't matter if it has been reported, if you have this issue you should report it because if only 1 person reports it Apple will probably pay little attention to it. If 100 people report it maybe it gets higher priority. This does happen for me at times or at least it used to, now not so much any more, but usually if you wait it will restart after it beeps, at least for me it usually does. Actually in the beginning it would sometiems just say "You said" and then it would beep, but then it would go again if I didn't touch the screen and the second time around it would usually read the entire message and then ask if I wanted to send it. As a final thought, any time I have to send a slightly longer message or one which I know will contain words or names Siri is likely to get wrong and where I have to edit them, I usually open Messages or Mail or whatever app and use dictation because I can then dictate in smaller portions of text and I find it is a lot quicker to edit something.
