I am having the same issue and I am waiting on Apple support to contat me as we
have an acall appointment.
I will share any info I get. Its really driving me crazy.

I just tried a 1-finger double tap about 8 or 10 times in a row, of course I
made sure the watch was locked/asleep after each time, but not once did it giv
eme haptic time.
I wonder if there is some other setting which causes you to tap 3 times and 4
times instead of 2 and 3 times.
