So you are saying that when you have a bluetooth keyboard or Braille display connected you see the on-screen keyboard, but as soon as it is disconnected the onscreen keyboard disappears? I have seen this a few times all the way back to IOS-10. Toggling the show keyboard option in a setting somewhere and then rebooting without the bluetooth keyboard on usually fixes this.
