Assuming that you have reset network settings and that didn't help, there is always the reset all settings. If you go this route, be sure you have access to sighted assistance, in case voice over does not come back on. In most cases it does. But the one time I reset all settings, years ago on my iPhone 6, it did not. I have had an iphone since October, 2012, and that is the only time I have ever had to get sighted assistance to do something on it.
