It is in settings, general, transfer or reset iphone. When in there, tap the reset button, and reset network settings is in there. You will have to log into your wifi network again after reseting network settings, so be sure you know your password. I am doubtful this will fix your problem, but it is worth a try before doing the dreded reset all settings. It definitely would be worth calling Apple Accessibility to see what they suggest.
