Direct Touch is an item under VoiceOver settings, Rotor, rotor items. You can select it so in the rotor you will be able to turn it on or off depending on the situation. It is usually best left off. For Screen Recognition, go into VoiceOver settings, VoiceOver Recognition and Screen Recognition is one of the things you can turn on or off, and you can have it on for only certain apps. It is something Apple put in so if a developer didn't bother making their app accessible from the start, it can help in a few situations. I find it usually causes more trouble than it is worth if it is on where it isn't necessary.
