Definitely sounds like one o fthe focus modes like Do Not Disturb could be turned on. If you pull down from the top a little way to bring up control centre, you can then check on the left side of the screen about half way down where it says "Focus", if it only says "Focus" then it's fine, but if you hear something like "Focus, Do Not Disturb" or "Focus, Sleep" this means the Do Not Disturb or Sleep focus is is turned on and this would most likely cause all your calls to go straight to voice mail unless you set up exceptions in Settings > Focus to allow certain calls through or to allow notifications from certain apps. Also keep in mind that if you go to Settings > Focus, it will tell you if any of the focus options is "on", but you can't turn it off from there, this has to be done via control centre and I believe you can also ask Siri to turn a particular focus on or off..
