Under Voiceover in settings, there is a rotor button. Double tap on this
button, then double tap on the rotor items button right after that. Screen
recognition should be in there.

Screen recognition should be in your rotor, so when you twist,
you should be able to find it. Swiping up or down with 1 finger should toggle
it on or off. If you don’t use it at all, then maybe taking it from your rotor
suggestions would help.
