The setting is called Touch Typing and is under VoiceOver settings, typing: and will say: Typing Style Touch Typing You probably have typing style set to normal, double tap and flick through the options and select touch typing. Split Tap means holding one finger on the icon then while keeping that finger in contact with the screen, tap with any other finger then release.
