You open the PDF and then I believe at the bottom of the screen you should see
the option to share if it's not at the bottom, then it could be at the top of
the document somewhere you double tap share, and then swipe until you find the
option to either send or share with Be My Eyes double tap that and you should
be good to go. However, I would recommend you actually sharing it with Kindle
and having your Kindle App read it especially if it's a longer manual.
