If you listen to the instructions, VoiceOver tells you to turn your head left then right. It may take you a couple times to get it down. That the phone is looking for is your ear. It wants your left ear first, then your right ear. You will hear a successful tone when the phone gets each ear. Also, the phone tells you to remove your AirPods before proceeding.
