It is a very similar process, but more tedious than setting up Face ID. I did eventually get it to work after messing with it off and on for a couple of years, I would try to set it up, it would fail, and then I wouldn’t bother for a while.
I tried a few different approaches but would eventually worked for me was holding the phone about a foot in front of my shoulders, at around shoulder height, maybe slightly lower, with the screen angled toward you, and no more than a 30° angle. From that angle, I was able to follow the spoken prompts to turn my head And all the different angles that needed.
