Is the deleted photos will be in recently deleted for 30 days message like I
believe it is in messages that there has to be a photo remaining to get into
recently deleted? I want to back up my SE 2 and have no need or desire for
these 4 photos on my phone or on iCloud.

Yes, you do not need to open Settings. All your videos and photos can
be managed via the Photos App.
As I said, open the Photos App. At the top towards the right of your
phone you should find a Select Button. Double tap this.
Now swipe right through the photos and videos on your phone. When you
find one you want to delete double tap it to select. Voiceover should
tell you the item has been selected. Repeats this process until you
have selected all the items you want to delete.
Now at the bottom of your screen on the right hand side should be a
Delete Button. Double tap and you may have a confirmatory prompt,
double tap to confirm and your photos and or videos you selected are
deleted.

Launch the Photos app and at the top of the screen you should have a
Select Button. Double tap this.
Now swipe through your photos and videos and double tap the ones you
no longer want to keep. As you double tap then their status should
be announced as selected. Once you have selected the items for
deletion towards the bottom right you should find a Delete Button.
Double tap this to delete the items you have selected.
