No moore Library tab, but the "Select" button is still there.
The Photos library is now organized by headings, by default I believe "Recent 
Photos" is always at the top, but you can go to the very biottom with a 
4-finger tap near the bottom of the screen and then swipe left and go into 
Customize and change the order of the different sections. Here is what I have 
on my phone:

At the very top left it says "Photos, 524 items"
Swipe right and you get "Search", "Select" and "Profile" which also is at the 
very top right.
Profile allows you to adjust various options for the Photos app such as showing 
new hidden folder, featured items, People and Animals or Holiday pictures etc. 
It is also where you would set up shared albums etc.
After I swipe right from Profile, I again hear "524 items", and if I swipe 
right again, I am on my first photo or of course this could be a video 
depending on what you have.
For me this is a video from March 4th, I am not entirely sure what time frame 
is displayed here.
Now for navigation you can turn the rotor to headings, if I do this and swipe 
down I have the following:

Recent Days
People and Pets
Pinned Collections
Memories
Trips
Featured Photos
Media Types
Utilities
A;lbums
Shared Albums
Wallpaper Suggestions

Most of these headings say "Forward, button", for example, Trips, Forward, 
Button", you can tap on any of these, if I do so on Trips, I get "All", "2024", 
"2023", "2022", 2019", "2017" and "2016".
After the years which, by the way, all are "switch buttons" which you can turn 
on or off so this means you display "All" or pictures from a specific year or 
place. After the years, you find locations, for me things like "Toronto", 
"Philippines", Puerto Gallera, Pink Mountain etc., I assume these would be 
locations saved via the GPS feature with your photos.

Under Media types you find of course things like Videos, Selfis, Screenshots 
and so on.
Things like Hidden Albums, Illustrations, Documents, Receipts, Recently Saved, 
Recently Deleted etc.
For whatever reason if yiou swipe right from the "Utilities heading", it 
sometimes seems to skip something and I had to swipe right and then left for 
example to find Recently deleted.

I am far from being familiar with all the new features and ways you can 
customize Photos, but all in all I do find it fairly easy to find anything 
recent and of course the search button at the top also gives you some good 
options since AI is used for the searches and you can also ask Siri, for 
example, to show you all your pet photos or pictures with water activities etc.
As for "People" you would I think need sighted help as you have to associate 
names with people in pictures, but once done, you could then ask to find 
"pictures of John".

Is there still a library tab at the bottom of the photos app?

If so, double tap that.
Then, check the upper left corner and there should be a select button.
Double tap that, and I don't know if there is a select all, but you can double 
tap on each photo you want deleted and then there will be a delete button, 
probably at the bottom.
Once you have deleted those, there should be a deleted photos button, and you 
can open it with a double tap and select all of those and delete them 
permanently.
