That method hasn’t been working in iOS 18 or 18.0.1.

The only method that works to get things into the dock is to literally drag and 
drop by double tapping and holding on the icon and after you hear the tone, 
drag it to the dock and release.

That is very tricky, which is why the system you describe is so much better and 
still works on the main part of the screens, but not the dock.

Let’s hope 18.1 fixes this.

Think about it this way, the dock is just a segmented off portion of your main 
screen. The main difference is that it can only accept four icons. If you’d 
like to put something into the dock, first go in there and make sure you have 
at least one opening, only three icons present. After that, the dragon drop 
process is the same, pick the item you wanna put in the dock, selected for 
moving, and then pick something in the dock, and tell it to drop your app 
before or after the icon you selected in the dock.
