For the most part, you don't want Screen Recognition on, but if it got turned on, it can cause issues. It is designed by Apple to help make apps that are not working well with VoiceOver to maybe work better. It helps with some... It is found in the VoiceOver settings, under VoiceOver Recognition. If it is in the rotor, it is easier to toggle it on or off to test with apps. I doubt that is your issue, but I try to think of anything that might cause odd behavior.
