Unfortunately I've tried every potential attemped work-around for this issue and have had none of them work. I'm waiting for Apple to fix this issue. Otherwise I've had to ask my husband for sighted assistance to do this for me.

The app should be placed before or after the folder. now swipe to the app and swipe up or down to drag. now find the folder and double tap.
