Chris, I don’t think they are truly turned off when the arms are closed, just disconnected from the iPhone. I noticed this with my Airpods 4, if I take them out of my ears they disconnect, but if I leave them on my side table or desk without putting them in the case, they are dead in a few hours which would seem to indicate they are still on in some way.
