Maybe somebody will have an answer, but for me it sounds like you are still thinking like you are using Windows and you have to get away from that when it comes to iOS. You can play music which is stored in Dropbox or on an external stick via the Files app if the Files app can access your external storage device, but is it how Apple wants you to consume music? The answer is no; they want you to either subscribe to Apple Music or if not they want you to use iTunes or the new Apple Devices Windows app to sync music from wherever you store it to your iPhone so it then becomes available through the Music app which then uses meta data like artist name, album title, song name etc. to organise the music by artist, album and songs rather than you doing so manually in physical folders on a storage device.
