You can absolutely store mp3 files in folders and move them around with the Files app. That's very easy thanks to drag and trop. You'll want a good app for playing music that isn't Apple's Music app. The best one that I've come across is VLC Media Player. It allows for shuffling and things like that. There are doubtless other good solutions also.
