I think you can double tap on reset Face ID, then use Apple to turn the passcode off as well.

Before you can make the changes you want, you have to disable Stolen Device Protection.  Disable this and you should be able to proceed with your desired changes.

Hi All,
 
I finally updated my iPhone 14 Pro Max to IOS 18.5 from 17.2 last night.
 
Previously I had Face ID and Passcode turned off as there is nothing on my phone that is needing that kind of protection.
 
I have never had much success using the Face ID before and just don’t want to bother with it or the Passcode.
 
I have gone into Settings, Face ID and Passcode and turn off Passcode is dimmed.
 
Any assistance with turning this off would be greatly appreciated.  This group is such a valuable resource for all of us.
