Haptic time for a Voiceover user has nothing to do with silent mode. I have an Apple Watch Ultra 2 and as long as my watch is locked, I get haptic time if I double tap the display with one finger. During the night when I have sleep focus on, I have to tap once to I guess sort of wake up the watch, I pause for just a moment and then double tap and it also works reliably for me.
