Hi, that explains it. If you pause for more than 2 seconds, Siri assumes you are done. Remember that using Siri is for doing something right there and then. So, if you will be sending out a text message which requires some longer pausing for your thoughts or for you to do something else in between, then sending it out via the regular text message app called Messages is much better. So, based on what you describe, Siri is behaving the way it's supposed to.
