I have the 16 pro, and if I call a number like NFBNewsline and hit hide keypad, the call record button is active.
Which phone do you have? I called my landline from my IPhone, found the “hide keypad” at the bottom right, double tapped that, went to the top left and saw “call recording dimmed.” I waited until the phone was connected, trying to record both when it was ringing and when The call was picked up.
