All the voices are free unless you are talking about the extra AI voices from Google, for those you have to subscribe. If you are talking the Acapella, NeoSpeech, Ivona or iOS apps, those are included. You have to select a voice and download it unless things have changed drasticly since last year when I got the 16 Pro. I had to redownload my voices within the app. Perhaps say which voices you are trying to get.
