I found the item in the degrees app to enable badge notifications. First you need to tap on locations back button and in the top left tap on the settings button. Below the locations list there are a bunch of things like selecting units of measure and below that there is a line that says "push notifications" tap on this and you will get a list of things that you can do and one of them is the badge notification switch which is set to off by default. Give this a try and see if it works for you like it did for me.
