It is at the very bottom right, there is a search field on the left/in the middle and to the right of that is the compose button. If you have a case on your iPhone which has slightly raised edges, touch in the right bottom corner or if you don't mind a 4-finger tap on the screen, just do that on the bottom half of the screen. This gesture takes you to the last element on the screen which in this case is the compose button.
