As far as I recall users can set their profile to be seen only for other users, for everyone, or only for contacts. Your second question is still a puzzle for me because I can't really say that other users get notified if you saw their profiles, but I can tell you that sometimes LinkedIn send you notifications phrasing an idea in this style: Leo, see who has been checking your profile, or something like this. I know it doesn't do it always for sure, but I tried to look for an option to adjust this notifications and never found it.
