Assumptions are dangerous. The Action button is above the volume controls on the left side of the iPhone where the mute switch is on older phones. The right side has the "Side" or power button where the power/Side button has always been, which is the one to hold for Siri, or triple click for VoiceOver, etc.
The Camera button is almost flush with the right side, lower down and if you buy a case for your 17E, there will be a slot in the case so you can depress the camera button with a finger tip. The camera button also has a touch sensitive surface that is supposed to let you slide your finger up or down to adjust some camera settings, but I've never seen it work with VoiceOver.
