I’m probably not the best person to describe Live Description, but I’ll try.  
Below is a copy of one of the Google results for your question.  
 
“Live Recognition is an accessibility feature on the iPhone that uses the 
camera and AI to provide real-time, spoken descriptions of your surroundings. 
It identifies objects, text, people, and doors. It is designed primarily for 
users who are blind or have low vision to help them navigate environments more 
independently.”
 
Personally, I’ve only used it a few times here at home, to test the feature, 
but if I needed clues when out-and-about, I’m sure it could be a helpful tool 
(e.g. locating trash cans, entry doors to business/office/etc., reading 
signage, finding where exit of a business into interior of a mall, finding an 
elevator, etc.)  However, I usually rely on the AI feature of Be My Eyes to 
identify things in an environment (e.g. multiple times I have needed help 
finding if/where something landed on the floor, etc.)  
 
As for the 4-finger tap, as hard as I try, I cannot manage to get 4 fingers on 
one hand to tap the screen at the same time; I have some luck using 2 fingers 
on both hands, and sometimes I manage to time the tap of all 4 fingers to get 
the desired result.  The likelihood of correctly doing that multiple times is 
not good.  Fortunately though, I have Live Recognition in the rotor, so could 
(if desired) access it there.
 
After rotating to Live Recognition, you can flick up/down through “scenes,” 
“people,” “text,” etc.; when focus is on the desired option, double tap to 
activate.  If “scenes” is activated, a description of what the camera is 
focused on is verbalized…description changes as the camera moves.  I then have 
to put “scenes” back in focus, and double tap to stop the verbal description.  
IMO, Be My Eyes is a more efficient tool for me, but options/differences are 
good, and it is important to find what works best for personal needs/abilities, 
and sometimes that is a combination of tools.

I hate to say this but it's possible Live Recognition is now not permitted in 
Ireland but I trust I'm absolutely wrong about that one. 
Perhaps Dominique or someone else from Ireland could confirm or not.

since I noticed his behaviour, and it's made no difference…
 
so, any help/advice would be very gratefully received!
