A three finger swipe left should get you into the App Library. You can also use the page switcher right above the dock and flick up to get to the App Library.
Once you get into the App Library, you can move an app just like you normally would. Note that you have to find the app in the App Library without alphabetizing the App Library or searching for it in the App Library. Once you do either of those things, you can’t get to the edit option by flicking down.
