Joe, I don't know whether Microsoft changed it, and I'd rather tell you that than guess. Richard's got the right idea on that half. The people who ship the app are the only ones who can say what they took out.
The other half you can settle yourself in a couple of minutes. Try it on a video you know worked before. If that one fails too, it's the app and not the file. Then try a still photo in the same app. If photos read fine and videos don't, you've found where it broke. You don't have to wait on Microsoft either way. Pause the video on the moment you care about, take a screenshot, and hand that picture to whichever AI app you like, ChatGPT, Gemini, Be My Eyes. Describing a video and describing a photo are two different jobs, and the photo job works everywhere. What are you hoping to get out of these videos, who's in them or something written on the screen?
