If Voiceover doesn't come through the headset it probably means the headset does not support the A2DP profile. This is required for Voiceover to come through the headset and while most new bluetooth earpieces nowadays have it, a few don't and I think the Plantronics you mentioned is an older model. In any case, there is no setting, Voiceover will come out of your headset automatically if the headset supports A2DP.
