If I recall, it will charge when in standby mode and connected to a PC USB port, but, if you turn the iPad on, i.e. press the power key to bring the iPad out of stnadby, then the power through the USB port is not enough to charge and use the device. So it stops charging.
put the device back to sleep again and you will find it does charge, albeit slower than when using the wall socket.
