I had no problem explaining to the 911 operator that I was visually impaired
and was just testing the app so I know what to expect from it. She asked me
after that one more time to confirm that this was not a real emergency,
probably for her recording, I did so and that was that. Maybe it's because
you hung up but on the other  hand I just can't see that they send out the
police to every hang up they get.

The app I described in some detail, Call 911 from Tobias Werner can safely
be opened without actually calling, after all, you would have to double tap
or split tap the call button or shake the phone.

But I think if you were to make a contact for 911 and put them at the top of
your Favorites list then that is pretty straight forward especially if you
make sure you put the focus back to Favorites in case you use the Recent
Calls, Contacts or Keypad tabs. That way all you have to do is open the
Phone app and it would be right there.

I did test the use of SIRI by making a contact called "Emergency", but
instead of 911 I put in 611 which calls your carrier. I added the contact to
my Favorites and was of course able to double tap it and it called 611.
However, as soon as I asked SIRI to "Call Emergency", I still got the
message that that wasn't possible just like when I said to SIRI "Call 911"
or "Call 611".
