wouldn't it bejust as easy to make it a contact as you suggest and then the 
person can hold town the home key until it beeps twice and ask it to call 
911?

You can make it a contact, then make it a favorite.  Then all you do is to
go into Phone, favorites, then double tap your 911 entry.
