Ah, I think we're talking about different things. While backing up, it
is true that there is no progress bar that you can see. But when the
backup process completes, you should hear a chime and you should also
be able to tell, with JAWS, that the phone is finished backing up and
ready, as you say, to use. This is because the message "backing up"
and the stop button will be gone, and replaced with the normal sync
button.

I wouldn't be surprised if the jailbreaking process interferes with
iTunes backups, but my phone is not jailbroken. Aside from the issue I
described, you should be able to tell when your phone is syncing or
backing up and when it's ready to use.
