am just getting used to the app and didn't see an obvious place to sign in.

Those instructions should work for the iPhone or iPod Touch. I also
did a download of the NIV into the app on someone's new iPad Mini.
That was somewhat trickier, as I recall, if you didn't create an
account and sign in when the app was downloaded, but it did work.
It's just that it was less obvious that the download would fail on the
iPad Mini if you weren't signed in based on the screen messages, than
on the iPhone, if you didn't already know this was a requirement --
for example, from the email that YouVersion sent out at the end of
December. I think that on the iPad Mini you also had to select a
radio button where you agreed to receive emails before the download
would work, and that was not needed on the iPhone. I don't have access
to those iOS devices just now, so perhaps you can just try the
directions at the linked forum post, and come back with questions if
they don't work for you. This was done on an iPhone 5, but I don't
think the steps were substantially different from process on an iPhone
4 under the previous operating system (e.g., iOS 5).
