The person probably refers to the fact that on an iPad some apps have two panels or Windows or whatever you want to call it. In Settings, for example, you have the main categories down the left side. If, for example, you double tap on "General" it does not open another screen with all the choices, but displays what is in General on the right hand panel/Window.
